Dear Assembly member Leno, My name is David Nollmeyer. I am writing you concerning HUMAN RIGHTS. I have lived in SCORCHED EARTH Conditions for 19 years and have been forced to travel through San Francisco numerous times. The air is sprayed by placing chemicals as sulfur in car engines and driving.  The leaders are from LAPD code-named "Dealers". The Delaware State Police, Baltimore PD, and agents Baltimore Studio are also involved.  LAPD and the Baltimore Studio are Gay and Bisexual I would argue their orientation at the predator level.  I AM A LIFLONG HETEROSEXUAL AND HAVE BEEN CONTINUALLY THROUGH THIS ORDEAL.  I AM CONTINUALLY HARRASSED BY HOOLIGANS WHO LIE IN WAIT AND SLAM DOORS AND OBJECTS WITH IMPUNITY BY THESE ROGUE POLICEMAN WHO BELIEVE THEY CAN CIRCUMVENT CONSTITUTIONAL RIGHTS. I AM ASKING YOU AND ANY OTHER PERSON IN THE GLBT COMMUNITY TO DENOUNCE THESE ELEMENTS.  These persons call themselves a Gay Militia and advocate and practice manifest VIOLENCE....

The main structural support for de facto systems is defection. In this instance I am referring to the standing set of rules that comprise citizenship in the Social Contract Theory which is the accepted model of government worldwide. Within this model are a set of primary and secondary laws. The primary laws are the rights of citizenship and the duties that one has to perform. The secondary laws are the codes that define the officials and procedures that are used to uphold the primary law.  In de facto or criminal acts, usually elements of the secondary law usurp the right of the citizen. Hence this is a rule of force. The elements are usually the military or police.  Impunity is usually sought from prosecution directly from the courts. If the de facto elements are free from any consideration of criminal or civil prosecution the operation will have room to expand until it is checked. I have been writing posts concerning de facto human rights abuse. In this connection is the use of criminal Deals by individuals and groups. I have and continue to be a litigant in at least three United States Federal court actions. They are against ex-chief of LAPD Bernard Parks and still Attorney General Lockyer of California, and New Ramen Reti, a Hare Krishna Commune.  On or near December 20, 2004 two prostitutes took the room next to me at motel in Morro Bay in San Luis Obispo. I was attending Columbia College in Missouri by distant education. LAPD arranged to have these two who are not college students at any facility. The two are embedded against other female college students that I did know personally that never went to this motel. We are connected only by real college class activity.
